Scott was born the youngest son to Bill and Theresa Gallacher in Burns Lake, BC with two elder brothers, Peter and John, and sisters Karen and Elaine.

After completing his formal education there, he attended college in Prince George where he received his Forest Engineering Technology Certificate. He then returned to Burns Lake and worked in the Forest Industry until 1975, then in the Highways Department in the engineering field.

In 1988 when the Department of Highways privatized, Scott joined the Lakes District Maintenance Ltd group.

In May of 1989 Scott married hometown girl, Edie Giesbrecht. In October of 1995 Scott accepted the job of General Manager for Mainroad Contracting on Vancouver Island, where they made their home in the Comox Valley.

In July 2003 Scott was diagnosed with Parkinson's Disease. He continued with Mainroad in Howe Sound until 2005. Being the fighter he was, Scott underwent Deep Brain Stimulation surgery for his Parkinson's in April 2009 then again in June 2014.

In the fall of 2010 after many complications, Scott and Edie decided to make their retirement dreams come true early. They decided to become snowbirds. They traveled and explored many places until finally finding their winter home in Casa Grande, Arizona. Where they made many happy memories and great friends.

Anyone that knew Scott knew he loved his sports. He was active in baseball, golfing, curling and in the Rotary Club to name a few, until it became too difficult to continue. Above all else Scott had his love of boating and fishing with his wife and friends, which started in Burns Lake and carried on south. His boat was his pride and joy which he shared with many. Most time off you could catch him out on the water fishing or just discovering new and beautiful spots around Vancouver Island.

Scott spent the last part of his life at Glacierview Lodge in Courtenay, where he was loved and cared for by the wonderful staff there.

Scott drifted away peacefully on February 16, 2024, and will be greatly missed by all who knew him.
